The new Civic Centre is seen over the course of its construction in this amateur silent film. The mayor is seen conducting a 'topping off' ceremony on the roof. As the building nears completion the old borough departments are transferred to the new building. Guests of honour are met by the mayor and officially open the new building.
The film opens with shots of the building site; trenches are being dug for the foundations. Close-up of signs: "Warning Guard Dogs Patrol" & "Costain". A man uses a chain saw to cut up felled trees; a digger works on the site removing soil. Men work in a hole, laying concrete foundations; cement mixer: "Nickolls Ready Mixed Concrete Ltd" pours concrete into footings.
